Federasyon taraf\u0131ndan yay\u0131nlanan duyuru metnini a\u015fa\u011f\u0131da bulabilirsiniz:<\/p>\n<p>&#8220;Merhabalar, Engelliler b\u00fcy\u00fck oranda i\u015fsiz, i\u015f bulabilen engelli bireyler ise e\u011fitim durumlar\u0131na uygun kadrolarda \u00e7al\u0131\u015fma imkan\u0131 bulamamaktad\u0131rlar. Engelli bireyleri, salt t\u00fcketici konuma yerle\u015ftiren toplumun \u00f6nyarg\u0131l\u0131 bak\u0131\u015f a\u00e7\u0131s\u0131 ne yaz\u0131k ki devletin istihdam politikalar\u0131na da yans\u0131m\u0131\u015ft\u0131r. Bu da engellilerin b\u00fcy\u00fck bir oran\u0131n\u0131n i\u015fsizlik belas\u0131yla pen\u00e7ele\u015fmesine sebep olmu\u015ftur. T\u00fcrkiye \u0130statistik Enstit\u00fcs\u00fc\u2019n\u00fcn istihdam verilerine g\u00f6re T\u00fcrkiye\u2019de genel \u00e7al\u0131\u015fan oran\u0131 %87 d\u00fczeyindedir. Engellilerde ise Engelliler Konfederasyonu\u2019nun tespitlerine bak\u0131ld\u0131\u011f\u0131nda bu oran\u0131n %10\u2019larda oldu\u011fu g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p>Ba\u015fka bir deyi\u015fle engelli bireylerde i\u015fsizlik oran\u0131 %90 iken engelsiz bireylerde i\u015fsizlik oran\u0131 %13\u2019tur. %3\u2019l\u00fck kota uygulamak suretiyle engellilere pozitif ayr\u0131mc\u0131l\u0131k yap\u0131lm\u0131\u015f ancak, bu kotalar\u0131n doldurulmamas\u0131 ve engellilerin mezuniyetlerine uygun kadrolarda istihdam edilmemesi engellilere \u00e7al\u0131\u015fma hayat\u0131nda da do\u011frudan ayr\u0131mc\u0131l\u0131k yap\u0131ld\u0131\u011f\u0131n\u0131n g\u00f6stergesidir. Bununla birlikte, mevcut kanunlar\u0131n engelli bireylerin hakim ve savc\u0131 olmalar\u0131na imk\u00e2n tan\u0131mad\u0131\u011f\u0131 bilinmektedir. Bu ve buna benzer nedenlerle baz\u0131 kadrolara engelli memur atamalar\u0131 ya hi\u00e7 yap\u0131lmamakta ya da \u00e7ok d\u00fc\u015f\u00fck d\u00fczeyde engelli istihdam\u0131 yap\u0131lmaktad\u0131r.<\/p>\n<p>\u00d6rne\u011fin avukatl\u0131k hizmetleri s\u0131n\u0131f\u0131nda t\u00fcm T\u00fcrkiye\u2019de istihdam edilen engelli memur say\u0131s\u0131 sadece 103\u2019t\u00fcr. Engelli memur kadrolar\u0131n\u0131n s\u0131n\u0131flara g\u00f6re da\u011f\u0131l\u0131m\u0131nda en y\u00fcksek oran\u0131n 2018 y\u0131l\u0131nda %75 ile d\u00fc\u015f\u00fck e\u011fitim seviyelerinden bireylerin istihdam edildi\u011fi genel idare hizmetleri ve yard\u0131mc\u0131 hizmetler s\u0131n\u0131flar\u0131na ait oldu\u011fu g\u00f6r\u00fclmektedir. DPB say\u0131sal verileri yorumland\u0131\u011f\u0131nda devlet kademesinde halen engellilere y\u00f6nelik istihdamda istenilen oran\u0131n \u00e7ok gerisinde kal\u0131nm\u0131\u015f, ayr\u0131lan kadrolarda da nitelikli kadrolar olarak adland\u0131r\u0131lan kadrolara \u00e7ok d\u00fc\u015f\u00fck oranlarda yer verilmi\u015ftir.<\/p>\n<p>\u00d6zellikle mevcut kadrolarda \u00e7al\u0131\u015fan engellilerin ya\u015fad\u0131\u011f\u0131 sorunlar ve kar\u015f\u0131la\u015ft\u0131klar\u0131 ayr\u0131mc\u0131 uygulamalar ciddi anlamda art\u0131\u015f g\u00f6stermi\u015ftir. BM Engelli Haklar\u0131 S\u00f6zle\u015fmesi ve T\u00fcrkiye Cumhuriyeti Kanunlar\u0131; \u0130\u015fe al\u0131m ve istihdam edilme ko\u015fullar\u0131nda, istihdam s\u00fcrerken kariyer geli\u015fimi dahil olmak \u00fczere, istihdama ili\u015fkin her hususta, engellili\u011fe dayal\u0131 ayr\u0131mc\u0131l\u0131\u011f\u0131 yasaklam\u0131\u015ft\u0131r. Bu ba\u011flamda E-KPSS ile %3\u2019l\u00fck kotan\u0131n doldurulmas\u0131 ve engelli memur ve memur adaylar\u0131n\u0131n mezuniyetlerine uygun pozisyonlarda (Avukat, M\u00fchendis, Sosyolog, tekniker, teknisyen vb.) kadrolarda istihdam edilebilmeleri i\u00e7in bu imza kampanyas\u0131 Sivil D\u00fc\u015f\u00fcn deste\u011fiyle Engelsiz Bile\u015fenler Federasyonu taraf\u0131ndan ba\u015flat\u0131lm\u0131\u015ft\u0131r.<\/p>\n<h6>Taleplerimiz:<\/h6>\n<p>1.\u00a0\u00a0\u00a0\u00a0\u00a0 \u0130\u015f bekleyen y\u00fcz binlerce engelli bireyin, insan onuruna yara\u015f\u0131r bir bi\u00e7imde, kimseye muhta\u00e7 olmadan ya\u015famlar\u0131n\u0131 idame edebilmeleri i\u00e7in kamu kurum ve kurulu\u015flar\u0131nda engellilere tan\u0131nan kotan\u0131n bir an \u00f6nce doldurulmas\u0131,<br \/>\n2.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Engellilerin i\u015fsizlik sorununu \u00e7\u00f6z\u00fcm\u00fc amac\u0131yla kotan\u0131n %3\u2019ten %5\u2019e \u00e7\u0131kar\u0131lmas\u0131 ve EKPSS kapsam\u0131nda a\u00e7\u0131lan kadrolar\u0131n adaylar\u0131n e\u011fitim durumlar\u0131na uygun olmas\u0131na \u00f6zen g\u00f6sterilmesi,<br \/>\n3.\u00a0\u00a0\u00a0\u00a0\u00a0 Kamu kurum ve kurulu\u015flar\u0131nda memur olarak g\u00f6rev yapan engelli bireylerin %75\u2019i d\u00fc\u015f\u00fck e\u011fitimli bireylerin istihdam edildi\u011fi kadrolarda istihdam edilmekteler. Bu nedenle kamu kurum ve<br \/>\nkurulu\u015flar\u0131nda g\u00f6rev yapan engelli bireylerin bir defaya mahsus unvan de\u011fi\u015fikli\u011fi ve g\u00f6revde y\u00fckselme s\u0131nav\u0131na gerek kalmaks\u0131z\u0131n e\u011fitim durumlar\u0131na g\u00f6re ihraz ettikleri kadrolara atamalar\u0131na imkan veren d\u00fczenlemenin yap\u0131lmas\u0131,<br \/>\n4.\u00a0\u00a0\u00a0\u00a0\u00a0 Kamuda \u00e7al\u0131\u015fan engelli i\u015f\u00e7ilerin 5620 say\u0131l\u0131 kanundan do\u011fan tayin haklar\u0131n\u0131n kulland\u0131r\u0131lmas\u0131,<br \/>\n5.\u00a0\u00a0\u00a0\u00a0\u00a0 Hakimlik ve Savc\u0131l\u0131k Kanununda engelli bireylerin hakim ve savc\u0131 olmas\u0131n\u0131 engelleyen d\u00fczenlemenin kald\u0131r\u0131lmas\u0131 ve hakimlik ve savc\u0131l\u0131k s\u0131navlar\u0131nda ba\u015far\u0131 g\u00f6steren engelli bireylerin hakim ve savc\u0131 olmas\u0131na olanak sa\u011flanmas\u0131 i\u00e7in her t\u00fcrl\u00fc tedbir al\u0131nmal\u0131d\u0131r. Nitekim Birle\u015fmi\u015f Milletler Engelli Haklar\u0131 Komitesi\u2019nin yay\u0131mlad\u0131\u011f\u0131 T\u00fcrkiye Raporunda da H\u00fck\u00fcmet\u2019ten engelli bireylerin hakim ve savc\u0131 olmas\u0131n\u0131 engelleyen 2802 say\u0131l\u0131 Kanunda engellilerin lehine d\u00fczenleme yap\u0131lmas\u0131 \u00f6nerilmi\u015ftir.<\/p>\n<p>Sonu\u00e7 olarak, engelli bireylerin kamu kurumlar\u0131na atamalar\u0131 yap\u0131l\u0131rken kurumlarca hi\u00e7bir alt yap\u0131 \u00e7al\u0131\u015fmas\u0131 yap\u0131lmad\u0131\u011f\u0131 i\u00e7in engelli bireylerin e\u011fitim durumlar\u0131 g\u00f6zetilmeden ya yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131 ya da idari hizmetler s\u0131n\u0131f\u0131 kadrolar\u0131na atamalar\u0131 yap\u0131lmaktad\u0131r. Bu da kamuda istihdam edilen engelli bireylerin hem verimliliklerini d\u00fc\u015f\u00fcrmekte hem de \u00f6zl\u00fck haklar\u0131nda kay\u0131plara sebep olmaktad\u0131r. Bu \u00e7arp\u0131kl\u0131\u011f\u0131n giderilebilmesi, sizlerin verece\u011fi g\u00fc\u00e7l\u00fc deste\u011fe ba\u011fl\u0131d\u0131r. Verece\u011finiz bir imza, engelli bireylerin \u00e7al\u0131\u015fma hakk\u0131 ile ilgili ya\u015fad\u0131klar\u0131 sorunlar\u0131 \u00e7\u00f6z\u00fcm\u00fcne katk\u0131 sunaca\u011f\u0131 gibi bu ve buna benzer \u00e7al\u0131\u015fmalar\u0131nda\u00a0 artmas\u0131na imkan verecektir.<\/p>\n<p>\u0130mza atmak i\u00e7in <a href=\"http:\/\/Merhabalar, Engelliler b\u00fcy\u00fck oranda i\u015fsiz, i\u015f bulabilen engelli bireyler ise e\u011fitim durumlar\u0131na uygun kadrolarda \u00e7al\u0131\u015fma imkan\u0131 bulamamaktad\u0131rlar.
